Russian Defense Minister Sergei Shoigu said today that Russia has deliberately slowed down its military campaign in Ukraine due to, he says, the need to reduce civilian casualties.

– Everything possible is being done to avoid civilian casualties. Of course, this slows down the pace of the offensive, but we are doing it on purpose, Shoigu said at a meeting in Uzbekistan of defense ministers from the Shanghai Cooperation Organization.

Russian troops have made little progress in recent months after being pushed out of Kyiv in the first weeks of the war.
